The head of the Mad City's law enforcement department, Officer Tock is entrusted with ensuring that the Mad City's criminal elements don't interfere with anything - in short, with making sure that the Mad City runs like clockwork.
He isn't exactly known for his restraint in making sure that this is the case, either, as demonstrated by the wrought-iron clock handle that he wields as a club. Its end is stained with blood from his previous victims; any crime at all is punished via a judicious application of brute force, and Tock is very, very strong.
He operates from District 13, the Mad City's bureaucratic division. There, he doesn't just enforce the law - he is the law, and the entire district marches to the ticking of his clock.
Officer Tock is usually Pain 6, which would mean that he isn't a particularly notable threat, as far as Nightmares go - save that his Pain rating increases by two dice for each of the following conditions:
- He has a warrant for the target's arrest - He is in District 13 - It is the thirteenth hour
Officer Tock's police force, the Watch Men are charged with keeping the Mad City in good order. They can appear as policemen from anywhere in the world, only built from a combination of clockwork gears and ceramic skin. Their faces are always frozen in false grins, and a wind-up key protrudes from their backs.
Watch Men are not particularly threatening on their own - Pain 1 - but there are quite a few of them, and they are durable beyond belief. It's almost impossible to put one of them down for good.
